Neighbourhood Warden Service
The Neighbourhood Warden Service is a scheme to improve the quality of life to local residents by improving the physical environment, reducing crime, and the fear of crime and Anti-Social Behaviour.
A Street Warden will deal with complaints and concerns you may have. The scheme currently covers three areas of the borough. These are:
- Greets Green
- Old Hill
- Langley
The Neighbourhood Warden Service
The warden service in Sandwell is divided into Residential and Non-Residential Wardens.
Residential Wardens
The Residential Wardens live within or very close to the scheme they cover.
- Purpose built, low-rise blocks with communal facilities and a Community Alarm system. The Residential Warden lives in a property that is either within or is attached to the block. This category of scheme is sometimes referred to as a “Cat 2 scheme”
- Flats or bungalows grouped within a small geographical area, usually without communal facilities. The Residential Warden lives in a property in close proximity to the scheme. This type of scheme is sometimes referred to as a “Cat 1 scheme”
Non-Residential Wardens
Properties visited by Non-Residential Wardens are normally more geographically dispersed than for a Residential Warden but, in the main, can be visited on foot. Some Non-Residential Wardens however, cover quite a wide area and have approval to use their cars and claim mileage allowance.
All wardens are line managed by a Warden Supervisor who is based at the Community Alarms Centre. The Organisational Structure shows the full structure for the Support Services that includes the Community Alarms and Wardens Service.
Extra Care Sheltered Housing Schemes
The department also has a number of schemes which provide extra care and are managed by the Social Service Department on behalf of the Housing Department. These are often referred to as “Cat 2 ½ or Very Sheltered Schemes
Aim Of The Service
To provide a Warden service which enables older people to live independently with privacy, dignity, security and fulfillment within their own home for as long as they wish.
Objectives
- To meet the housing needs of older people by providing a range of good quality housing
- To recognise that the people of any community have the right to promote their own welfare
- To provide information which allows older people to take their own risks without over-protection
- To ensure that sheltered housing is promoted as a valued part of the local community and that any communal facilities are seen as a resource for the wider community, where possible
- To provide a Warden service which takes into account the social, cultural and ethnic values, together with the religious beliefs of the older people
- To work closely with statutory agencies and the voluntary sector to provide an effective service for older people
- To ensure that the service provided for older people will be based on the individual physical, mental, emotional or social needs of the person and not on stereotypes of old age
- To continued commitment to quality to ensure that the Standards of Service are maintained
- To ensure that the Warden service is accountable and professional
The Role of the Neighbourhood Warden
- To maintain regular face to face contact with tenants
- To identify individual needs and be aware of changes in circumstances
- To assist in the protection of a vulnerable adult from further abuse, by working within the guidelines of Sandwell Councils Inter-agency Policy and Procedures, in response to the “No Secrets” document by Central Government (March 2000)
- To arrange appropriate support from voluntary or statutory agencies
- To monitor that support
- To act on tenants behalf (advocacy role)
- To provide support and assistant in emergencies
- To encourage participation in leisure, recreational and general community based activities
- To deal with housing management issues relating to the scheme
